Add vendor attribute to config propagation delay's absolute value

QCA_WLAN_VENDOR_ATTR_CONFIG_PROPAGATION_ABS_DELAY is added to set
propagation delay's absolute value. This is a more detailed version of
QCA_WLAN_VENDOR_ATTR_CONFIG_PROPAGATION_DELAY.
